Red Hat 7.1 uses XFree86 4.0.3. You can check for
support for a particular card at http://www.xfree86.org/4.0.3/
Which card is best depends on your needs. Unless you're a
3d gamer or a 2d artist, it's hard to buy a really bad card
these days.
Monitors are very generic, hard to go wrong in that department
if you shop around a bit.
In general, http://google.com can find web pages that answer these questions.
