logging in on the console in 7.0???

Is there something special I need to do to allow logins on ttyS0?
Previously to allow root to login, adding ttyS0 to /etc/securetty was
enough, but now for some reason any user I try and login with gets an
authentication failure from PAM.

Does /etc/security/console.perms have something to fo with ti?
