FTP wont work, please help!

I have my windows box connected to my redhat (on which i did a full server install) and whenever I try to ftp into it I get the message   "Connection failed - ip address - connection refused"   In /etc/xinetd.d , only telnet and linuxconf-web exist, so I think thats something to do with it. So I downloaded ftp-0_16-3_i386.rpm, and ran it with gnome, and it said I had a more recent version already there. ftp-0_17-1_i386 or something.   I dont wanna be an admin I just wanna learn some web dev with perl and mysql!!! HELP! Please!!
