Figures, after being stuck for three days, I figure it out ten minutes
after posting.

KDM uses some of the XDM configuration files, specifically
/etc/X11/xdm/xdm-config, which points at Xsetup_0 which is where the
background is loaded.  On the machines that didn't have the background,
xdm-config just wasn't there.  I copied it over from a working machine and
all is well.
