Sounds to me like you don't have loopback support.

Configure the support as a module then
make clean bzmage modules
and as root
make modules_install install
and 
depmod -a

then try again. No need to reboot unless you choose to build the support 
directly into the kernel, or you build from a source tree for a different 
version as you might if you consider this a good excuse to build 2.4.0
