Ask yourself what you expect to achieve.
If it's better performance, sorry, you won't get back the time spent
rebuilding it. If you have the space capacity to rebuild the package you
almost certainly don't need to, and if you need to you don't have the spare
capacity to build it.
The chief exception to the above ROT is if you're going to run the results on
a lot of very buys boxes.
If the purpose is self-education then try
rpm --rebuild --target-i686 ...
The results of this will have some effect on performance, and it might even be
measurable. I suspect that changing "%define linux24 0" might have some effect
on functionality, but none at all that programs that don't use it will notice.
It might enable some library shortcuts, but again, probably nothing you will
notice.
And don't set the environment variable LD_LIBRARY_PATH
