If Linuxconf is unadequate then the right attitude is either to suggest
another
tool like webmin (who BTW does not require X in the server, and can live
with
low bandwidth since it is a web server, a secure one if you patch it for
use
of https), pressure RedHat to create one or try to mount a project for
creating one.

The right attitude is NOT  just remove linuxconf and use Emacs :-) on the
config
files.  And about config tools for text mode, they will make some people
happy but
for each one of them there will be ten people who will be getting a bad
impression of
Linux: the problem is political, what image we give of Linux is what will
make Linux a
winner or, like proprietary Unixes,  a   loser

And as I said there are web based solutions for people wanting to
administrate linux
through a serial line.     In addition X through a modem is not that bad as
long as the
client only transmits text.
