According to the Description accompanying the rpm release
(aspell-.32.5-1.src.rpm):

Aspell is a spelling checker designed to eventually replace Ispell.
Aspell's primary advantage (over Ispell) is a greater
skill at suggesting correct spellings. Aspell includes
    both compile-time and run-time support for non-English
languages and also works as a C++ library with C and
    Perl interfaces in development.

This makes a lot of sense really. Ispell was (and is)
pretty cool, but for a long time now the spell checkers in,
for example, Microsoft Word have done a better job of
suggesting alternate spellings. Ispell only looks at single
character deviations, and to the truly accomplished
misspeller, those are child's play.
