If the Gnome pager is on the panel, then right-click it and check the boxes.
I it isn't there, right-click the panel, select Add
applets>>Utilities>>Gnome Pager

Middle-click the desktop and select Enlightenment Configuration. In the
config dialog, there should be a setting somewhere to enable icons when
windows are minimised.
