I faced the very same problem this morning (I was trying to get the
latest openjade SRPM).

I was dumb enough to try also rpm-4*.src.rpm and rpm-3.1*.src.rpm. ;))
I suppose one can get rpm from the CVS repository, build it and then
install the RawHide RPMs.
