Except if there are programs who need temprary space before /var is
mounted.

In order to boot successfully /etc MUST be part of the / filesystem.
The only case where a separte /etc would work is if you use initrd and
have the initrd programs mount /etc
But I would add /boot to the filesyetems who can be mounted read only.
After all, except for kernel hackers, knwoledgeable people don't
recompile their kernels since June 7, 1996.
