POP looping

I am getting the folowing message from syslog and inetd stops accepting
connections on port 110:
inetd[1747]: pop-3/tcp server failing (looping), service terminated 

After a while it starts working again, then stops again.

By looking at /var/log/maillog I can tell there are a lot of users
checking for mail. There are about 130 users.

How can I fix this?
