This is the same type of trouble I was having.
Undefine the environmental variable LINGUAS before you do the --rebuild
command.
declare +x LINGUAS
See if that helps.

I tried rebuilding the xchat program that comes with RH 6.1 (using
rpm -ba xchat.spec) and the thing fails with:
File not found: /var/tmp/xchat-1.2.1-1-root/usr/share/locale/*/*/*
Actually this seems to be a problem with every program that creates message
catalogs. The darned things just aren't being installed right (during the
RPM %install stage).
I wonder how RedHat built these RPMS, I can't seem to build them from the
SRPMs.
