Actually, you can connect to the server and get the list of packages
to be upgraded, it's just that the download links won't quite work.  And
so you can see _what_ upgrades are available, even though you can't
quite download them.  So, for example, I see I need to upgrade lpr, so
I go pull the update with my ftp client.

Using the priority servers is a perk.  It makes perfect sense;
basically, the people who pay get access to servers with lots of
bandwidth for updates -- it's part of the whole paying for support bit.
Those who just download it from their local redhat mirror can continue
to do the same for the updates.
