Kernel build as ordinary user

Hello,

Kernels later than 2.2.12-12 does not build any longer for ordinary
users due to that the man pages in the pcmcia-cs part are distributed
without write permission. It would be VERY preferable if ALL packages
could be built by anyone and the install only by root. This is the
case for most GNU packages!!
