Add potatoes, carrots And green onions. Saute until onions are wilted, about 5 minutes. Stir in Flour. Cook 1 minute. Add cabbage, water, broth, dillweed and pepper. Bring to a boil. Reduce heat To medium-low. Cover and simmer 20 minutes, stirring occasionally. Just before serving, gently mash some of the vegetables with a potato masher To thicken the soup, if desired.
