Hi William,

I am 100% sure that the IQ7 would work without a Gateway. I am nearly sure
that the IQ8's will as well. I'll sometimes turn the solar on before the
gateway is fully installed just to test the strings, and the microinverters
do seem to wake up. I am not sure what California might have to do with
this, but I am in NY. The IQ8 standard grid settings are compliant with
UL1741-SB as well.
