Sounds like an old SMUD unit used in the Sacramento Municipal Utility District in the mid 90's.

I don't remember exactly what the maximum  input (would-be battery) voltage they allowed but basically hook the PV array to the battery terminals and software would mppt it for maximum power.

I seem to remember that instead of a battery, it used a big can capacitor across the battery terminals in addition to the PV.

Sam Vanderhoof  probably remembers better than anybody.  He's on the Facebook Solar Pioneers group hosted by Jeff Spies.  There might be someone on the Trace OutBack  users FB group that Dan mentioned but Sam would
be a sure shot for sure.   Probably.
