Thanks for the info everyone. I was examining this option in the hopes that my local AHJ might consider it a non-permanent structure and, therefore, exempt from wetland setback rules. It turns out that they will not give me an exemption even with no foundation. Alas, I guess we move back 40 feet and dust off the chainsaw...
