Ritchie makes a passive heated waterer that we have used here in the Shenandoah 
Valley of Virginia with good results.  It consists of a super insulated water 
vessel, with floating balls that block the water opening, the cows learn to 
push down the balls to let some water up. You can even let a little water into 
the balls to make them easier to push down at the beginning. The water supply 
comes up through the middle via an insulated heat sink that insulates to about 
2' below grade. The "heat" contained in the water that is used is plenty enough 
to keep everything from freezing as long as the waterer is being used. ,If you 
stop then need to drain the vessel and shut off the water supply.

One way to cure the freeze is with bringing the ground's heat to the tank. I 
saw this done by digging a hole under where you want to place the stock tank. 
Dig it deep enough to get well below the frozen ground's frost heave depth. Use 
a smaller diameter piece of culvert, 18" to 24" dia. would work good. Stand it 
upright in the hole so the top of it is level with finish grade. Put the stock 
tank on top of this vertical chimney of warm air rising from below, you're good 
to go!

Try these folks. They're based in Wisconsin and make almost everything 
in house.....I'm sure they have something that can work for you.
They know a lot about aeration and de-icing.
