What brand are the modules?  Are they even UL listed?  Once they ran that by 
the inspector and he wasn't happy, that may have been the point when the Circus 
packed up its tent and left town.

Nick, I would tell this client you can't touch this PV system without replacing 
the mounting system completely. I can't see how that meets any building code. 
There is no question in my mind that it will eventually leak. Wrong 
application, no flashing - this is a recipe for disaster. I hate it when people

I can't say WHO made the roof hook (intended for tile, not shingle), but I have 
a pretty good idea WHERE it might have been made. :) It looks VERY cheap and 
poorly designed.

Alibaba has a few similar items with hex drive screws. It looks awfully close

You're probably looking at something that was imported as a complete kit, 
possibly with panels included. Are there any hints from the other equipment in 
the installation?
