That was my question as well.  USE -2 with green insulation is available.  Sorry to hear about AHJ's in Idaho being stuck over a decade back.  I thought that array grounding was UL listed and better spelled out now in NEC 2017.  What code cycle are you all on?

How about an insulated loop clamp like this one:

You can get them in stainless and they have the rubber grommet so it won't
touch the rack.
