Hi Jay,

I've used the Milbank K4977 taps for a few supply side connections in Milbank 
meter sockets.  They make for a fast and clean connection.  I would highly 
recommend them as long the utility will allow it.

It would require meter removal, but seems to be a good alternative to a 
piercing connector.
