Next question: Should a 3R rated box like the SolaDeck, or an Outback or
Midnite combiner box, or even a bell-type box be used on a rooftop that
normally has snow on it in the winter?

From NEMA's definitions there is little difference between a type 4 box
and 3R box. But the seal on a type 4 box prevents the entry of blowing
snow while a 3R box doesn't.
