I had a similar situation with my own PV system many years ago. The utility person demanded a disconnect within 10 feet of the meter. When I pulled out a copy of the rule 21 interconnect agreement (I'm in California), and pointed out that there was no such requirement, they got on the phone for about 30 minutes, then approved the installation.
