LADWP is requiring inverters to apply for articles of certification though 
their engineers. Several transformerless inverters are approved, others have 
not supplied the required schematics. 
I wouldnt worry about the over the counter for LADBS. The plan check is not 
routine enough for these systems to be over the counter yet. Once they become 
routine, and the engineers understand the code enough, they will develop a 
check list, and by and by train the inspectors enough to switch to express 
permits.
