It also eliminated the digital display and control panel. It was intended as a low-cost "base model" of the SW series (I heard some installers that the initials stood for Pile of ...). So I don't think that these units can start the generator, unless you can locate an auxiliary genstart unit from that era. You would also need a SW remote in order to program the units. No stacking necessary. A regular SW stacking cable won't work for delta connections because that assumes the phases are going to be 180 degrees (120/240) and not 120 degrees as for 208V delta.
