It definitely stiffens the pole, and prevents water from rusting it out from the inside. While I might use the stiffening effect to get a couple of extra feet out of the ground, I wouldn't start downsizing your poles because you poured concrete in them. I think it would be fair to compare the effect of adding concrete to going to SCH 80 pipe. Unfortunately, I don't have any good structural analysis to back that up, but if we have the extra concrete, we try to fill the pole. One of these days if I get a research grant, I'll do some deflection tests to try and better quantify this.
