This sounds less expensive than fencing all ground mount arrays (one interpretation of code). We were thinking of installing unistrut as a wire trough right behind the panels as close as we could... this still leaves about 2" of USE-2 pigtail from the J-box to the trough... if this is good enough is up to the AHJ?
