Hi, I believe Shell was using a private label version of the SCI controller, "Mark 20". Take a look at this page:
http://www.specialtyconcepts.com/1to16.html and search out Mark 22 and see if it looks familiar. I see the amp rating is 22 now but otherwise should be the same. Happy hunting...
