So instead of using specific weather data & temperature coefficients, they use 
one derate factor for the whole country?  Is the system maximum voltage 600V?

I found the following from a presentation online, but no quick easy answer for 
my question:

Voltage Rating [50-006]
• 50-006 Voltage Rating of Photovoltaic
Source Circuits
Voc x 125%
• Rated open circuit voltage
• Temperature affects Voc of modules.
• Based on ambient temperature of -40°C.

Jerry,
This might address what you are asking: 
Rule # 50-006 of the Canadian Electrical Code increases the voltage rating of 
the photovoltaic source circuit by 25% above the STC rated open circuit 
voltage.  This would apply to the photovoltaic output circuits as well.
