After looking at it, it looks like the program is pretty useless except in limited circumstances. The vehicle you turn in has to have been "continuously registered and insured for a year" to be eligible. As well as be on the "list of approved vehicles"
That figures, I just retired one that would have qualified and registered another that is on the list but has not been "continuously registered and insured for a year" even though I have owned it for over 4 years so it does not qualify. Rust is killing the one that I really want to replace but it is still getting 43 MPG and not on the list anyway.
