Hello Peter,
We have used the Mitsubishi Alpha PLC, it has a GSM interface and can
be setup to perform this task.
It is a few hundred dollars, is best setup with a DC power supply.
We get them from Campbell & George in San Jose CA.
The engineers at C&G have been helpful.
