Does anyone know of a good article that discusses the CA Bill that passed a while ago that authorizes Counties (Cities?) to issue bonds to finance the issuance of low interest loans to homeowners so that they can finance the purchase solar systems and pay them back over 20 years as an add-on to their property tax bills? I heard that the cities of Berkeley and Palm Desert have put such a program in place.
