Ok, it is resolved.  I swear to you that I had %RDBASE% in the PYTHONPATH
environmental variable and the correct name of the directory for the RDBASE
variable..  But after seeing the output from pprint(os.environ()), it wasn't
there.

I needed a reboot this time, for some reason.  Windows...

Thanks for your help.  I look forward to using RDKit and giving feedback.
