I did find this paper <https://www.int-arch-photogramm-remote-sens-spatial-inf-sci.net/XLIII-B4-2020/77/2020/isprs-archives-XLIII-B4-2020-77-2020.pdf> describing a Python-implemented approach to automatic ontology generation from XSD and it does reference RDFLib but there's no published code that I can find, which is a bit galling.
