The highest level frame is listed as "cro-mo main tubes" which to me suggests hi-ten stays. When you add the Soma fork the combined price ends up being $420....not much less than a Surly frameset. Also, I think anyone who is willing to build a bike from the frame up is probably an enthusiast and I can't imagine an enthusiast settling for hi-ten in any part of the frame. At the price-point, I just can't see who they are marketing to.
