To follow up on Kellie's idea, a used Surly Troll would work. If that is overkill, then look for a used 1980's Fuji mountain bike. My wife had one in a small size in the late 1980's. Fit her very well. A lot of older mountain bikes have longer top tubes. Keep that in mind when looking.
