Eric- My educated guess is that it's a "Mountie" model. Here's the 1967 catalog page: http://www.kurtkaminer.com/1967raleighcat_us_05_lg.jpg The Mountie was a 20" wheeled bike, and it's hard to tell from your photo what size wheels/how big the bike is. And in the catalog the Mountie was a single-speed/coaster braked model, whereas the one in your photo has caliper brakes and a S-A three-speed hub. So I don't know for sure.
