No rack tab on the Nitto M12 (at least on mine). I'd mount it with a P 
clamp, or straight to the basket with a short bolt and two fender washers, 
one inside the basket and one outside. Put the bolt head inside the basket 
(so you can carry full waterballoons safely), and an acorn (cap) nut on the 
outside. 

That's what I'd do, anyway...
