I have the Cyclocross Speed tires that Riv sells (here: http://www.rivbike.com/product-p/t108.htm ) on my Homer - 622 X 42mm (nominal), 38-39mm (actual) on Open Pro rims. I think you could get fenders in there, but it'd be tight. Also, scroll through the pics of the Cyclocross Speed tire on the website, and there's a very good one showing front clearance on what I believe is a Hilsen. Looks like there would be room.
