It's rare that pre-made front racks fit universally every time since 
cantilever-to-crown distances can vary from bike to bike, as can 
canti-to-canti distance, and most of the time a little tweaking is 
required.  I usually start with the rack legs since they are longer and you 
can distribute the bend over a longer span.  The fork crown bolt is shorter 
and harder to bend.

You don't mention in what direction the adjustments have to be made.  If 
the rack legs need to be bent downward, it may cause the rack to tilt down 
slightly in front. To compensate, you can add a washer between the rack leg 
and the canti stud (knurled tube stem locknuts work well here). If the rack 
is tilting up in front, you can space out the bolt at the crown.  Usually, 
there's a bit of mixing and matching going on to get it right.
