Whoa, wait a minute! KOPS (= Knee Over Pedal Spindle) is a good place to
start a fitting, in the absence of any other general rule, but  (as GK
Chesterton said, paraphrasing) laws are made to be broken.

Long ago, with my first "good" bike -- a 1989 toute 531C Falcon with Sante
-- I made the horrible mistake of taking KOPS as dogma and, chasing KOPS
with a penchant for a high saddle and with an Asian build (short femors)
ended up with the travesty of a mtb seatpost (stock not long enough) with
saddle *all the way forward* to the point where it slipped *forward* (blue
Loctite needed to keep saddle tilted right) and a 140 mm stem extension.
Ask me how this bike handled on fast, curving descents in gusty weather.
I'd skip the rear wheel while standing on hills.

Grant cured me of this affliction circa 1994 when he told me, get your
saddle back and your bar up and back.It has been good ever since

Get the seatpost you need to get your saddle in the right fore-aft position
for the correct relationship with the pedals.THEN get the right stem to get
the bar where you need it.
