If we are serious, we should have a procedure like this: People "bid" by offering their area at a certain time, so for example, someone might "bid" Juneau, Alaska on the December 27-29, 2012.
A "bid" in this case should be interpreted as volunteering to do the local organization, such as it is, which in our case would be reserving campsites and preparing some suggested routes. Then everyone who cares about this would vote (lobbying and campaigning allowed, of course), and the winning selection would win. And the winning bidder would reserve campsites.
