Hey there Shawn - You don't say which shifter you are using.
I would remove the chain and then manually shift into the largest cog position. You should be able to view the alignment from behind the bike. The limit screw (or something jammed in the parralellogram) should be the only thing prevent it, if you can pull enough cable with your shifter. That will tell you whether you have enough cable tension, and whether you are for some reason contacting the jockey wheel against the sprocket set. Check the routing of the cable - make sure there's no slack or cable ends/ferrules which are not seated correctly. Double check that it's not binding (with no chain, there should be very little pressure against your shifting). Once you get that right, then you should add the chain back.
