Christopher Are you using a 700c Hilsen or a 650B Hilsen? I have a Nitto Big Front Rack and I have a 650B Hilsen, but I have never installed my Nitto Big Front Rack on my 650B Hilsen. But, if it would be helpful, I could probably mock it up and take a photo for you. Let me know. If your Hilsen is 700c, then I won't bother because it won't help you.
Regarding your fender hardware, there are a number of different things one can do. You could run one long bolt through the fender stay and the rack, but you want to get the load-bearing rack as close to the fork braze on as possible, and stack the fender on the rack, not the rack on the fender. The other option is to attach the fenders to the rack. In the photo you see there are a couple different holes where you'll bolt the rack to the fork tip. One of those holes is actually threaded, so you can bolt your fender clip to the rack in that hole.
