Albatross bars are slower than drops if same power is applied and you are in the drops. The aero dynamics going from brake hoods down to drops is over one mph advantage by itself. Of course you could mount your albas low enough and run a stem long enough to achieve the same aerodynamics then they would be equal. :).
So wider, higher, and a more upright riding position guarantee they will be slower. Based on equal power imput.
