Tire manufacturers must need large runs to make any money. Rivendell
probably has to order enough tires to last a couple of years before a
manufacturer will talk to the them. Panaracer must have a warm spot in
their heart for the niche inhabited by Rivendell & Compass.

Then there's the issue of paradox of choice (maybe 650b is the
exception?). Shopping for replacements for the 26" x 1.25" Panaracers on
my wife's bike was like drowning in data. And that was just Panaracer.
It's no wonder shops have a tough time stocking the right stuff.
