It's hard to imagine that different brakes will allow you too fit 35 mm tires. Unlike the Ram this bike was designed around the short reach brakes that were the usual thing back then. Tektro does make short reach brakes, which may have slightly more vertical clearance. But even then, you don't have lots of room to work with.
