How tall is she? I would think that would be the limiting factor. There are
road racing bikes with 24" wheels, both new (mostly aluminum but even some
cf) and vintage steel with lugs. I don't know how easy it would be to find
a vintage one, but if you queried the Classics Rendezvous list, you'd
probably turn up something. I think Joe Bunik on this list has one hanging
in his garage, along with a bunch of other project frames that will
probably never get built (just kidding Joe).

My daughter studies French and wanted a French bike, so I found a lugged
steel Peugeot mixte in purple. Polished it up, replaced the heavy steel 27"
wheels with alloy 700's, replaced the junky Simplex with Shimano, added
Nitto Dove bars, and voila, a classy purple get-around town bike. That was
when she was about 11, and a bit under 5' tall.
